Joe was born March 26, 1949, in Mexia, to C.W. and Barbara (Douglas) Teel. Mexia has been his home for most of his life. He graduated from Mexia High School, Class of 1967, where he excelled in football. Joe will be remembered as one of the best, and most accurate, in kicking field goals and extra points while attending MHS. He continued his football career on a scholarship to East Texas Commerce. Joe loved the Lord, his family, church family, and his many friends. He was a loving father of five children, grandfather and great grandfather of numerous grandchildren and great-grandchildren. He was raised in a Christian home and was a longtime active member of Calvary Baptist Church. Joe truly enjoyed singing, especially, gospel songs. Over the years, he sang at many different occasions and, also, recorded a number of songs.

Joe had a very outgoing personality, met everyone with a big smile, and never met a stranger. He enjoyed refereeing football games, umpiring baseball games, playing golf, gardening, and riding around checking cows.

He was preceded in death by his parents, C. W. and Barbara Teel.
